Artists in residence

Each year, the Cité internationale des arts welcomes more than 1,000 artists from around the world, offering them a space for creation, research, and exchange in Paris, in the Marais and Montmartre districts. Open to all artistic disciplines—visual arts, music, literature, film, design and architecture, performing arts, and curating—it enables artists to develop their projects in an environment that fosters experimentation and meaningful connections.

Elzara Oiseau (born 1989 in exile) is a Ukrainian artist of Crimean Tatar origin whose practice examines displacement, identity, and collective memory. A two-time refugee (2014, 2022), she situates personal experience within broader historical and political contexts. Since the annexation of Crimea and the full-scale invasion of Ukraine, her work has focused on the psychological consequences of war and forced migration. Working with large-scale painting, text, and abstraction, she explores trauma, instability, and the fragile notion of home. Through the Crimean Tatar language and cartographic references to Crimea, she investigates the relationship between territory, memory, and cultural continuity.
